Nowadays, software development has become one of the expensive processes and is difficult to control its budget especially under the demand of the realization of users' expectation with high quality. But now, software requirements are remain the problem difficult to be realized. The Management Information System (MIS) which is widely used in corporate operation, management and decision activities has pretty complex business requirements and quite difficult technology demand. Besides that, MIS is mainly based on the business processes and data of enterprises and those make the requirements are difficult to be caught, analyzed and realized with high quality.Thus, in order to better collect client's requirements, effetely confirm with client and be useful to the later phases of requirements analysis, system design, coding and testing, the paper takes out the solution that bring the "Scenario" into development process and cover all the main phases. The scenarios will provide a more detailed constructed express way of system requirements to raise the clients' satisfaction, the correction level and efficiency of MIS development as well as improve the delivery relative with system requirements.Generally, couple with Rational Unified Process, the excellent Object Oriented software methodology and the basis of scenario and description in the whole software process are the solution from this paper to solve the problem of MIS system development process. Besides that, the paper promotes the detailed discussion and analysis of requirement and testing workflow within RUP. The paper advances that use scenario as the core of requirement collecting and analyzing and generate the scenario based test case. And at the late part of requirement analysis, in order to cooperate better with system developing technologies, we should transfer the former scenarios into relevant use cases which are used to drive the main four phases in the RUP: system analysis, system design, system realization and system testing. This solution combines with the advantages of both scenario based method and RUP which are quite easy for developers who are familiar with RUP to understand and study.In the finality, the problems requiring further studies are discussed.
