Financial staff human resources management is the important factor, which has an effect on financial management performance. And the problem of financial staff competence is of great concern to which study financial management and human resources management. The Competency Model of financial staff is mainly studied in The West, The study of Competency Model of financial staff is in its infancy. Only the quality and quality model is studied.The financial staff in China was the object of study in the paper. The competency model of it is studied to propose a financial staff competency model, which is characterized by our country. And the method is validated, by which the competency model is proposed and checked.The theory of competence, financial staff competence and competency model is summarized firstly, and the object of study in the paper is confirmed. Secondly, through the methods of behavioral Event Interview and Verbal Theme Coding, the initial competency model of normal financial staff and financial management staff is presented, in which 23 competence characters and 26 competence characters were included. The initial model is verified in the method of Exploratory Factor Analysis and Confirmatory Factor Analysis, made use of table questionnaire. The Principal Component Analysis and structure formula were used in analysis process, and SPSS soft and LISREL soft are main tools.4 levels and 18 competence characters are included in competency model of normal financial staff, and 5 levels and 18 competence characters are included in competency model of financial management staff. The competency model of normal financial staff is compared with the competency model of financial management staff, and the competency model of financial staff in China is compared with the competency model of overseas financial staff in the paper. It can concluded that the competency model of normal financial staff and competency model of financial management staff have difference as well as similarity, and the competency model of financial staff in China and the competency model of overseas financial staff have difference as well as similarity. The methods and advice of financial staff human resources management are presented in the paper based on the competency model. At last, the subsequent questions are analyzed, which need to be studied.It is the principal innovation of this paper that all the study is based on the domestic conditions and concentrated on competence of normal financial staff as well as competence of financial management staff.
