Research On Regional Innovation Network Based On High-Tech Park

With the growth of domestic economics and the huge change of developmental environment, the elevation of indigenous innovation capability has been put forward one of the national strategies and policies. In the Outline of the Eleventh Five-Year Plan for National Economic and Social Development, the improvement of innovation capability has been considered as the core taches for the adjustment of the economic structure and the transformation of growth mode through strengthening, integrating and absorbing the indigenous or exotic innovation.High-tech Park is a kind of new community which attracts a lot of talents with convergence of knowledge and technology. The main characteristic is the integration of research, training, production and operation based on the intellectual pool and high-tech industry. High-tech parks in China undertake the important task for enhancing the innovation capability to achieve the goal for renaissance of science and technology. Their healthy development could powerfully assure the implement on national strategy in the science and technology aspects especially on theimprovement of the innovation capability. There exist a lot of problems with the construction and operation of a series of high-tech parks, for example, the lack of accumulation effects or high-quality talents, the deficiency of research capability and the incommodiousness of transformation and cooperation. In a word, Chinese high-tech parks are all lack of the innovation capability. Thinking of the actuality, the paper brings forward the viewpoint of building the regional innovation network to strengthen the innovation capability of high-tech parks. The paper combines theoretical analyses with empirical studies to discuss the evolvement and mechanism of RIN model. The paper divides into five chapters as follows. The first chapter is exordium. It mainly introduces the background, purpose, meaning, methods and innovation point of this paper. The author looks back the relevant research inside and outside China and makes a brief comment on the research as well. The second chapter is innovation capability of high-tech parks and characteristics of regional innovation network. The author analyzes the ultimate problems rooted in high-tech parks and introduces the basic model of regional innovation network. From the aspects of self-organized system, the regional innovation system has its unique characteristics, development periods and motivation mechanisms. The third chapter is the research of internal and external regionalinnovation network. Based on the pandect in the second chapter, the author discusses both of the internal and external sub-network with their mechanisms, respectively named by SLLCC mechanism and interaction effects between high-tech parks, universities and community. The fourth chapter is empirical research of Zizhu Park. The author studies carefully the mechanism determining Chinese typical high-tech park for its evolution and mechanism to point out its shortcoming for further development. The fifth chapter is conclusion. The author concludes the main contents and put forward the direction for further studies.
