Since 1980s, logistics outsourcing has become a great tendency in commercial field. Manufacturing and commerce outsource their logistics operations to the exterior providers which offer special logistics service---The Third Party Logistics (TPL). It is reported that the proportion of TPL in total logistics services in Germany is 23.33%, in France is 26.9%, in England is 34.4%, in Italy is12.77%, in Spain is18% and in countries of European Union is about 20%. Recently the demand of logistics outsourcing is still increasing. However, the proportion of Chinese enterprises using TPL hasn't reached 30%.With the scale of logistics operations increasingly enlarging, the requirements of information advancement, automation and flexibility to logistics become much higher and logistics self-supporting isn't suitable for the demand of development. Logistics self-supporting aggravates burden of the manufacturing enterprises, causes redundant repeat construction, wastes resource and decreases the enterprises'total logistics efficiency. Hence, so many enterprises begin to choose logistics outsourcing, but they lack of academic direction in the process of logistics outsourcing. The case of blindly logistics outsourcing is numerous.
