As an advanced organization mode and a management technique, modern material flow is treated as the third source of profit, while reducing material consuming and increasing productivity are the other two, and is paralleled with Energy flow and information flow. In order to analyze and design a material flow system and to optimize the operation of it, it is very necessary to choose an appropriate mathematical model for a material flow system.At present, there are many modeling method applied to model a material flow system and among them, Petri Net is very effective. Petri Net is an important tool of modeling and analysis for a synchronous concurrent system, and it can express many relations and actions intuitively, for example, resource sharing and confliction relationship. Then it is easily understood the process of modeling by Petri Net.In this paper, the basic theory and background of Petri Nets was discussed firstly. Then, base on the analysis of the management mode and main business procedure of the modern 3PL, the business procedure of the 3PL enterprises relying mainly on railway transportation business was designed. And then, it was analyzed and optimized through modeling using Petri nets. ExSpect software was used to simulate the Petri net model in this chapter. And then, Characteristic and mode of 3PL under e-commerce was analyzed. Base on it, the purchases business procedure of 3PL under e-commerce was designed, and it was modeled and analyzed using Petri net.Finally, some problems to be discussed in future are pointed out after summarizing the works done in this paper.
