Chinese tourism industry has developed at a high speed since 1990's. Because tourism industry plays an important role in gaining foreign exchange income, stimulating domestic demands and promoting economic development, both central and local governments attach much importance to its development and favorable policies to accelerate the tourism industry development are successively carried out. The sound situations combined with the favorable policies arouse the investors' favor to develop tourism. Tourism development activities gradually spread from optimal tourism areas to non-optimal areas. However, academic circles haven't pay much attention to this phenomenon. Most research work are only based on famous tourist areas which are home to rich resources, while very less relate to the non-optimal areas. From a theoretical point of view, the regional tourism development theory is incomplete without development theory on non-optimal area; from a practical point of view, the development practice of non-optimal area needs a guiding theory urgently. It's necessary to study on the non-optimal tourism areas.This article analyzes systematically the related research work on non-optimal tourism areas home and abroad and gives a scientific definition of theoretical framework and concepts system on non-optimal tourism areas research. Then the thesis analyzes the characters of non-optimal tourism areas, such as non-optimal, omnipresence, relativity, changeability and flexibility, and according to the classification of non-optimal condition of non-optimal tourism areas and the three types of non-optimal tourism areas from the dimensionality of resources, market and regional economy, the author puts forward six developing pattern of attachment and creativity, push and pull, gradual and span. At last, the author provides a case study of Shixing county to enrich the theoretical and practical value of this paper and hopes it can give some instruction on Chinese non-optimal tourism areas development.
