Along with continuous development of the global economic integration, the intense competition throughout the same industry worldwide causes the non-stop merging and restructuring wave in the international market, which has resulted in the integration and restructuring of Baosteel. The reality proves that management of human resources are essential and the key guarantee of an enterprise to effect value recreation after carrying out merging and restructuring. In view of this, this article conducted a thorough research on the core of modern enterprise management-- the human resources management after Baosteel's restructuring, with the hope to be of certain enlightenment and reference to other domestic enterprises of the same kind that are still in the course of the merging and restructuring wave.Adopting the comparative analysis and the demonstration analysis methods, this article conducts its analysis and study on the following five aspects mainly by following the cardinal line of talents management and development: management concept, development environment, developing system, management modes and evaluation and incentive system. The full text is divided into five chapters:Chapter 1: introduction. Chapter 2: comments on the human resources management evolution and the correlation theories, indicating that human resources management has already become the core management of modern enterprises.Chapter 3: revealing through the analysis over Baosteel's development course and current human resources management, that Baosteel 's efforts on talents still cannot meet the company's overall strategy, and indicating that it is never so urgent for Baosteel to implement talents strategy if it intends to make great strides forward to reach the world first-class level.Chapter 4: in-depth analysis over the existing problems of Baosteel's human resources management, bringing forward the importance of advancing with great efforts the strategy of"great people, great company"and realizing great-leap-forward cultivation of talents.Chapter 5: further proposing countermeasures and actions to solve the problems in light of Baosteel's current human resources management and the existing problems --- sticking to the enterprise values of oriented towards humans, setting up the human capital management concept, advancing management system for integrated human resources strategy; taking the outstanding corporate culture as the platform and the value creation as the core, building the talent development...
