This treatise analyzes the successful practice in human resources management in Korean enterprises, and then further discussed on how to build a human resources management system for breeding and keeping talents. It also tries to set forth constructive suggestions of various methods and approaches on how to reassign responsibilities of different positions, strengthening core power, introducing rules of melon-cutting under a team achievement rewarding system, enhancing innovation by extending authorizations, improving HR service by constructing e-HR system, and consolidating the HR policy focusing on core talents. The treatise believes that no matter how excellent the ideas and measure are, the adjustment of HR system should be combined with the big skeleton of business strategy. Most importantly, the innovation of HR system should be conducted under sufficient consideration of the environment and business culture.This treatise studies the management of core talents in cross-nation en terprises, scientifically defining the concept and scope of core talents, analyzi ng the procedures and factors for enduing core talents with motivations, discu ssing relevant theory on talent management, further analyzing successful cases and experiences by cross-nation enterprises and other Korean enterprises in China, and tentatively putting forward some constructive suggestions of mea sures. By reiterating the strategic meanings and effects of talents, especially core talents, the author is trying to deliver a signal, that is, in order to maintain sustained competence and to succeed in the furious competition, it is cruci al to implement a strategy toward core talents that suit the development plan and actual situation of the company, so as to excavate, breed and keep these core talent appropriate for business development. This is the real intention of this treatise.
