With the social and economic development, modern enterprises are placing more importance on human resources, thus human resources management has been an vital part of business strategy of modern enterprises. After restructuring in 1999, Jinzhou Petrochemical Company has mainly been engaged in engineering technology service, production service, processing and manufacturing products related to petrochemical. During 11th Five Year Development, China's state-owned enterprises are in face of critical challenge of survival and development. These state-owned enterprises, grown up under the planned economy system for a long time, carried out reform of state-owned enterprises' allotment and ownership system during more than 20 years' reform and opening up and the economic efficiency and capability have been indeed improved. However , with the rapid development in economic globalization and the coming of the age of knowledge-based economy, intellectual capital has become one of the most essential competition elements and human resources management has increasingly played a significant part.Human resources is the most invaluable fortune for modern enterprises and it plays an irreplaceable role in the enterprises competition. The thesis begins with China's human resources management development and the management trend of modern enterprises, considering human resources management conditions home and abroad, deeply analyzes the existing state of human resources management and development strategy of Jinzhou Petrochemical, finally generalizes and settles the main problems on human resources management of Jinzhou Petrochemical. Through the theory of human resources and relative methods, the thesis designs and studies the human resources management strategy on the base of general development strategy of Jinzhou Petrochemical Company and puts forward the advice on the implement of Company's human resources management strategy. By seeing the situation wholly in the way of scientific development theory, establishing complete performance evaluation system, improving rewarding systems, thus explore the suitable human resources development strategy for Jinzhou Petrochemical Company.
