Feasibility Analysis On Integration Of Basic Endowment Insurance In Shanxi Province

As the most important system arrangement in the social security system, continuousimprovement and sustainable development of the pension system are the common aspirations of thegovernment and all people; it also affects the social harmonious and stable development. Currentbasis pension system includes basic pension system for workers in cities and towns, and for urbanresidents. However, the systems are not put together, so that the system cannot continue to takeeffect after people move to other places; in this way, labor force cannot flow normally. In addition,because of urban-rural dual structure and the difference of economic development in different areas,the pension system in different areas have wide gaps, which produces negative influences to thesocial harmonious and stable development.Promoting the basic old-age insurance integration is effective measure to narrow the gap ofpension benefits. It will take some time to realize the integration of the national basic pensioninsurance. The original intention of the provincial coordinating at this stage failed to achieve thepension insurance system design; intergenerational equity and mutual assistance are not ideal. Thispaper, in theory, attempts to plan the basic old-age insurance system in the province as an organicunity to carry out basic pension system suitable to Shanxi Province by learning practices andexperiences from other developed regions. So, it will eliminate the division situation amongprovinces. It wishes to achieve national integrative pension system in the future for different timesin integration framework.
