Strategy Research In Development Of Shengli Oilfield Community

Business managing society is an outcome of planned economy. To relieve burden over large and medium State owned enterprises, a new concept called community with oilfield characteristics is introduced. Community with oilfield characteristics plays a great roll in securing business development, serving oilfield staff, improving oilfield environment, maintaining social stability and promoting spiritual civilization as well. But many problems also come along with community management, like redundant staff, heavy burden over society, large portion of idle and non-operating assets, low tech, poor profitability, messy functions, unreasonable industry pattern and failure to establish effective input/output mechanism.This paper, referring to successful community reform cases of PetroChina in recent years and experience in urban community construction and management abroad, expresses the opinion of building and developing community with oilfield characteristics and establishes the principle of having a clear and definite thinking, identifying different functions and starting with the simple and proceeding to the difficult and then accomplishing all one by one. Community reform should be undertaken following the trend of socializing service, enterprise management and market operating so as to realize the transition of community in Shengli Oilfield from reliance on major oilfield enterprises and offering compensation free services to an independently operating business and finally to develop the community into a form of enterprise where business is organized on the basis of independent operation, independent accounting, matching expenses with revenues and being self-responsible for profits and losses.
