Study On Total Cost Target Management Of A Community Of Shengli Oilfield

Sinopec Group,A community belongs to,is one of the fortune 500 enterprises world-wide,but regarding the unit economic indicators,it is greatly differ from foreign petrochemical giants,such as Exxon Mobil and Shell.On the basis of realizing its weakness in the competition of world petrochemical industry,Sinopec Group continually takes various measures to improve its management short board.Full cost target management is one of the important methods.Based on the implementation of Sinopec Group,it seems very essential for Shengli Oilfield to study and improve the full cost target management.As the logistic unit of Shengli Oilfield,the community department shall take unshirkable responsibility.The main body of full cost target management is the decision layer,management layer and staff with improving the enterprise value as its direction,target management as its core,the whole process of production and operation as its target,fine management as its main methods,and realizing the strategic target of the enterprise as its ultimate object.By the optimization and continuous advance of the system and mechanism,it is possible to improve the level of cost management and enhance the core competitiveness of enterprises.In the process of study,the article takes literature research method,comparative analysis method,and logical analysis method as the main study methods.It can be classified into six parts.This article starts from the point of view of scientific fine management,carries out research on the basis of current situation and problems of A Community management system,and proposes some Countermeasures on full cost target management.By making such studies,the author hopes to provide some good references for the construction and perfection of other communities,and also supply certain theoretic and practical reference value.Till now,full cost target management has been generally used in all communities of petroleum enterprises and greatly improved Communities' management level.By the implementation of fine management in Shengli Oilfield,we can make full use of its advantages on system,linkage and unification to continually promote Communities' full cost target management.By doing so,we can not only control the source cost,organically match the workload and value,but also can extend it to the grassroots level and mobilize their enthusiasm.Methods of establishing index,strengthening the management and control and implementing the responsibility can ensure the effective implementation and continuously promotion of full cost target management and finally achieve the overall,full-process and full-range fine cost management.
