Social security system is the social economy development's "safety valve" and " stable", which plays a very important role to develop social economy and safeguard people's basiclife. China's rural social security system is gradually established under the high degree of concentration planned economy system and develops.Along with our country economy development and society's reforming,social security is playing the more and more vital role in the society development. As a result of our country reform and open policy and market economy gradually established, has a very big impact to the rural economy and the problem of "three agriculture" is more and more prominent. Farmers lack of health insurance and don't afford sick and no pension protection of the elderly has increased, which is closely related to lack of rural social security system. Rural social security system is an important component of state social security system and market reform of economic system sets urgent request day by day to establishe with it corresponding to rural social security system.In the process of transforming planned economy to market economy, New Institutional Economics provides valuable new ideas and methods for economic theory research.
