There is a rising power behind the China economy of rapid development from weakness to strength, from minor to major. This is private business.Private business play an important role in economy development,social progress,supplying jobs,increasing social revenue and so on . Private business is a stonemiles of China economy .While private business is becoming power of social development and symbol of wealth , social pays more attention to private business itself ,from attention to criticism and further research to return to theory.According to the report of the international authorized organization, average life of world business is only 35 years and 80% new business is not more than 5 years .In our country life of business is shorter comparatively ,only 6-7 years, whereas life of private business is shortest, only 2.9 years. The most importannt reason is that all kinds of fault of management of human resource. Therefore ,there exist many problems and serious runoff of human resource. The runoff rate of private business reaches 20% and most of them are excellent staff and own management experience and special technology. In 2005 investigation and research of national structure of human resource, private business of 200 high technology were investigated and the investigation result is that the runoff rate of the staff introduced whose education are above college since 1985 is 8.5%.Further data is that the runoff rate of master and doctor is 14.7% and 33.3% respectively. Social development of a university investigates national 100 private businesses and found that working time of middle and high management staff including techonology staff is short. Generally the working time is 2-3years, the shortest time being 50 days and the longest time being no more than 5 years .
