Study On BSC Performance Management For Changsha Yuqiao Power Supplying District

Electric power has become indispensable in people's life when our national electric power industry developed quickly. Electric power marketing has become more and more important and complex. As a result, State Grid has printed and distributed 《Advices to the Electric Power Marketing in the 21st Century》.Also, Hunan Electric Power Company has required much more reforms in the electric power marketing system. It brings forward an idea that marketing is the core business of electrical companies, the comprehensive management in power supplying district is the foundation of the competition and inspiriting system. It emphasizes the company guidelines of continuous increase in economic and social benefits. Lacking experiences especially the learning about and investigation on performance management mode, the management in power supplying district in Hunan is still in the primary stage. This study would supply an academic support to a successful management in power supplying district, which is the foundation of reforms in Hunan electric power marketing system.This is composed of academic discussion, management mode constructing and illustrations. Based on the characteristics of Balance Score Card and the financial or non-financial, inner or outer factors affecting the performance management in power supplying district, this study discussed how to successfully operate BSC in the reforms of power supplying district, so as to construct a performance management mode that suits Changsha areas and illustrate the feasibility and practicability of BSC mode in power supplying district management.
