DSM refers to the reduction the energy consumption and demand based on rational energy consumption, meanwhile it emphasizes on the reduction of end-user energy waste instead of the reduction of energy service. With the rapid development of economy nowadays, it has bright prospect to publicize and implement DSM.Lanzhou Power Supply Corporation has found out the deficiency and use value of the power load management when implementing DSM, and then replaced it by a new management system. Meanwhile they make great efforts on power customer service and technical support of power system, and the procedures of DSM are preliminarily established. By the implementation of certain measures, such as time-of-use electricity price, improved custom production technology, reasonable operating model and optimal grid dispatching system, DSM implemented by Lanzhou Power Supply Corporation has stepped on a new stage.Because DSM in China started relatively later than European and American countries, many corresponding rules and regulation are imperfect which lag the DSM development to a certain extent. From the viewpoint of long-term DSM development, enduring effective mechanism is necessary. This paper deeply analyzes the existing problems and specific measures occurring during the construction of enduring effective mechanism, which will provide a reference for the implementation of DSM in the future.
