With the coming of knowledge economy and intellectual the increasing of market competition , how to succeed in the keen competition and realize a sustainable development, how to attract various taients and how to fully utilize the potential of employees and obtain higher efficient. All these become focuses of attention of many enterprise . However, one of the crucial factors determining the obtaining of talents is the design of the salary sytems .The organizations should connect salary system with the developing strategy by designing and establishing suitable pay system . And make their thoughts known by this kind of pay system . Only in this way , they can fully encourage their stuffs and enhance the employees'achievements . And this can be considered one of the core factors which influences human resources strategy . In the paper , the design of pay system is explored and discussed theoretically and practically by using the example of the Seventh Construction Company in Gansu.Starting from the the theoretical bases , developing trends and the dynamic changes of the pay system , this paper gives a total generation of the salary theory . On the basis of the study , guided with some salary theories , the author puts forward the reform programs of the salary system in the Seventh Construction Company in Gansu and gives some corresponding reform measures . These measures will improve salary management of the Seventh Constructipon company in Gansu .
