The fast development of Today's High-tech and new economy raises the importance of HR into a level that is never reached before, so it is crucial for an enterprise to be in a positive position in a development of new economy if it takes the correct research and adequate measure for HR development.Shanghai General Building Materials Corporation (SBM) is a state owned enterprise established by Shanghai State Assets Committee. SBM owns total assets of 8.55 billion RMB and the turnover of the year is more 4 billion. SBM is listed as one of the 500 giants in China. The core business in SBM is glass, cement and new materials (th(?) composites and Nano PCC).The development of SBM needs support from the talent people. The management of human resource in SBM is at the turning point, at the moment, from traditional HR management to modern HR management. There are lots of unaptnesses between the development of SBM and the development human resource; especially the conflicts are more obvious in the size, the level, the structure and distributions of management human resource, technicians and high technical personals.
