Talent shortage, low work efficiency, low speed of development and the unsuccessful financial performance are still the problems which we have to face up to since the registration of SHAM three years ago. And the development of the whole enterprise is less prosperous and rapid than it was when electric service department was set up. As is known to us, how to actualize strategy of the whole enterprise sustainable development depend on correctly constituting and efficiently implementing the function strategy. Nowadays, Human resource plays the most important role in function strategies, "what's the staff like, what's the corporation like ". human resource has became more crucial factor which hold the key to a enterprise's survival and development Therefore, the whole development strategic plan should involve exploiture and utilization of human resources which support to achieve objective of enterprise development strategy. Human resource development countermeasure should be drawn up according to enterprise development strategy. And we should make effort to exploit human resources and take the road to "strengthening enterprise by talent".
