Study On The Public Participation In Development Of Circular Economy

The circular economy is the 21st century significant transformation of humanities economic activities. It is practice that our country carries out scientific development and the sustainable development pattern. The circular economy pattern had been a basic national policy which carried out in the national scope. The circular society is inseparable to people, the development of circular economy not only needs the government and the company, but also needs the warm support and widespread participation of the public. The public participation in circular economy is extremely important. It is difficult to realize the circular economy without the public participation.Public's environmental awareness is weak, and public participation in the legal system has many malpractices. There are still many aspects on public participation to makes specifically the explicit stipulation. How to impel the public to participate in green consumption effectively needs to solute etc. There are many problems which affect the development of the circular economy.In order to develop circular economy and public participation, the paper does the research: The present situation of circular economy and the public participation, how to raise the citizen's environmental awareness, how to improve the mechanism and the measure of public participation and green consumption, and so on. The perfect of environment information public system and the environmental protection reward mechanism, developing environmental protection social group and displaying its affects in participation, the community platform on construction of public participation, which are all examined. There are many aspects which are proposed to improve the public participation in circular economy.The public was the main body in the green consumption, and green consumption is the intrinsic power for the circular economy development.The government must formulate standard and authentication of the green products, strengthen the system construction, the legislation work and the management system construction. The citizen must set up the sustainable development consciousness, participate in green consumption initiatively. The enterprise must develop the green product positively, and develops the green industry positively. The enterprises also need implement the green management and the green marketing, in order to meet the green need which the consumer grows day by day.
