The goal of this paper is to study how to implement a competency-based Human Resource Management System (HRMS) in an organization. Competency-based Human Resource Management is a new concept in the human resource management area. Its main idea is that the HR management is not just the employee management or salary & benefit management, but one of the most important elements of core competency of the enterprise. Human resource should be the business strategic partner of the enterprise, which helps the organization to develop and maintain its core competencies.This paper discusses some key concepts in HRMS implementation. At present, most enterprises choose to use general HR software product, implement and customize the product to fit the business practices and processes of the organization. Therefore, how to choose a right product is the first thing in HRMS implementation. At the same time , this paper discusses the benefit and strategy in PeopleSoft HRMS implementation from strategic and key tasks.The source of this paper is a real PeopleSoft HRMS implementation project. It describes the project methodology and detail tasks.PeopleSoft HRMS is a leading package in large-scale HRMS product market. This paper briefly introduces the functional models in PeopleSoft HRMS.As other parts in HRMS, organizing management, human resource planning, recruitment management, training management, performance management, personnel information management, salary & benefit management make up of the basic functions of HRMS. This paper explains these business functions' realization from employees, managers and business process operators.
