Competence & Competency research began in the early 1970's in U.S.A. The concept of competency refers to the characteristics, which differentiates excellent performances from average ones. This article studied selects the iron and steel enterprise high level leader to take the research object, used the many kinds of methods to conduct the exploration research to under the China cultural context iron and steel enterprise high level leader's competency, and initially has established the iron and steel enterprise high level leader's competency model.This article has conducted the research to the competency correlation theory and to the steel and iron profession development characteristic, used the literature reference law, Behavioral Event Interview, the questionnaire methods and the synthesis analytic method has carried on the exploration to the iron and steel enterprise high level leader's competency.The findings indicated that, The iron and steel enterprise high level leader's competency mainly includes following 15 items: The overall situation thought, the information processing, the policy-making judgement, the resources conformity, the pursueremarkable, the development innovation, the cultural management, the good faith are honest, the market direction, the interpersonal communication, the team cooperation, the authorized tax can, the study summarize, the result guidance, the management of change and so on. This article also aimed at each competency entry to carry on the definition and behavior rank showing.This article carries on the preliminary discussion to the competency model in human resources management application, proposed based on the competency human resources management pattern, in view of the competency in the human resources plan, the work analysis, the personnel selects,the achievements inspection, the salary management, the staff trained, in the professional profession application method has separately carried on the elaboration.
