Firstly introduce district,labors,rural economics especially agriculture development; secondly analyze recent condition of Beijing rural technological persons with ability: the number,quality and structure of rural practical persons with ability, the number,quality,and distribution in all popularizing institution of persons who are engaged to popularize agricultural technology, the distribution in all scientific research institutionof the agricultural scientific research persons with ability,their level of scientific research and their scientific fruits; thirdly analyze whether recent rural technological persons with ability meet the demand of agricultural development, seek after the distance between them and the demand of Beijing rural persons with ability plan, confirm the need of kinds and hiberarchy for Beijing rural technological persons with ability; fourthly evaluate the effects of training projects of Beijing rural technological persons with ability in existence, such as green certificate,spark plan,new star plan, etc. analyze their effects; finally according to the need for Beijing rural technological persons with ability, and the disadvantages of those training projects, ascertain training objective of these persons with ability, then consult the advanced experience of rural persons with ability exploiture in some developed countries, put forward the plan and measures of training rural technological persons with ability in Beijing.
