Evaluation And Comparison Of Regional Technological Innovation Ability In Beijing,Tianjin And Hebei

As a necessary condition for enhancing national competitiveness,innovation-driven has become a consensus nowadays.With the smooth passage of <The coordinated development plan of Beijing-Tianjin-Hebei region>,Beijing-Tianjin-Hebei region has risen to the level of national strategy.From the perspective of industrial development,the national economy has gradually entered the late industrialization.The economic situation includes abundant needs,changing consumer focus and growing market competition.All these elements has further promoted the importance of the technological innovation.Since the Reform and Opening,the domestic economy has increased rapidly.Regional economic development takes different development strategies simultaneously.The Yangtze River Delta region,The Pearl River Delta region,and The Beijing-Tianjin-Hebei region has entered the late industrialization,with rapidly development.But other regions are still in the middle of industrialization.It is an important issue in the national economic development that how to coordinate the national economic strategic objectives,to balance the development status of the region,and to enhance the technological innovation ability of each region.China is in an important period of changing the mode of economic growth,from the factor input to the dominant technology innovation,which put forward higher requirements for the national and regional technological innovation capability.In the era of knowledge economy,technological innovation capability is the source and means of enhancing regional competitiveness.If the area stops innovating,it will reduce the power of growth.China has reached a consensus for the implementation of technological innovation.Beijing-Tianjin-Hebei region is an important area of national strategic development.It is necessary to explore the status of technological innovation capability and the coordinated development between regions.Firstly,Based on the theory of technological innovation,this paper constructs the evaluation index system of technological innovation capability in Beijing-Tianjin-Hebei region.Secondly,this paper used the factor analysis method to analyze the 31 provinces and cities nationwide data,from 2007 to 2014.Finally the research gets three factors: the efficiency of technological innovation,the development level of science and technology,the configuration of technological innovation.Each factor has been scored and ranked.Thirdly,cluster analysis was done based on comprehensive score of Provinces.Finally,on the basis of factor analysis and cluster analysis,the paper evaluates the technological innovation ability of Beijing-Tianjin-Hebei region,and obtains the conclusion of the comprehensive evaluation of the technological innovation ability of Beijing-Tianjin-Hebei region.The study found that the technological innovation of Beijing-Tianjin-Hebei region has the following problems:(1)the technological innovation ability of Beijing-Tianjin-Hebei region in the country are in the upper reaches.However,in terms of input,output and environmental support,there is still a gap with the eastern region;(2)Beijing-Tianjin-Hebei region has imbalanced innovation ability.There is a gap between provinces;(3)the degree of Marketization in technological innovation output is low.Enterprise innovation vitality needs to be improved;(4)there is a convergence and competition in the technical elements,resulting in a waste of technical resources.According to the existing problems and the development characteristics of the BeijingTianjin-Hebei region,this paper considers to increase innovation investment,to strengthen the guiding role of policy,to coordinate innovation resources.The ultimate goal is the steady growth of regional economy.
