According to current development of thermal power enterprises and their requirement for personnel competency, combing with our professional criteria and the investigation to better performance enterprises, in order to find individuals'competency differences and meet usage of different positions, this thesis establishes three kinds of personnel competency models based on the demand of thermal power industry, as well as the assessment index system. Two methods: Technique for Order Preference by Similarity to Ideal Solution and Gray Relevant Analysis are applied to comprehensive evaluation. On the basis of those quantitative results obtained which can be analyzed from several aspects, the pointed strategies and measures of human resource development are put forward; the effect appraisal of development is also designed. At last, the specific operating process is illustrated through an example. This study on establishing and implementing personnel competency assessment and human resource development is of important application value and practical significance for realizing win-win between the enhancement of enterprise's competitive capability and the improvement of employee's self-quality, as well as accelerating the sustainable development of thermal power enterprise.
