To an enterprise, how to reduce the purchase costs of materials and get materials with stable resources and high quality is the key to its existence and further development. This is especially important to an oil-field material enterprise, which guarantees the oil-field material supply for production and construction. Daqing Oil-Field, the biggest oil-field of CNPC, consumes materials worth over 10 billion yuan each year, among which the consumption of drilling casing pipe makes up 10 percent . How to get stable resources for drilling casing pipe so as to meet the need of Daqing Oil-Field; how to acquire reasonable material-purchasing prices so as to reduce the oil-field's production costs; how to establish a long-term and stable relationship with the suppliers and realize the goal of co-operation and mutual benefit, are the problems oil-field enterprises have long been probing into.Based on the actual conditions of Daqing Oil-Field's material purchase and the use of drilling casing pipes, the present paper, aimed to promote strategic combination of casing pipe's production and sales, puts forward the pattern of establishing the strategic allies with the casing pipe suppliers, with which the mutual benefit of the supplier and the needer can be realized.The present paper approaches the problem from the following four perspectives: Daqing Oil-Field's drilling casing pipe market; Daqing Oil-Field's present pattern of casing pipe purchase; establishing Daqing Oil-Field's allied pattern of casing pipe suppliers; the measures to be taken to implement the new pattern of oil-field's allied pattern of casing pipe suppliers, hoping to be beneficial to the theoretical research and practical performance concerning drilling casing pipe purchase.The section of Daqing Oil-Field's casing pipe market deals with the importance and strategic meaning of oil-field's casing pipe purchase by analyzing the following aspects: the present situation of China's petroleum and natural gas development; the role drilling casing pipe plays in petroleum and natural gas industry; the present situation of the main factories producing casing pipes; the need of China market for casing pipe; a detailed classification of China's casing pipe market.By describing Daqing Oil-Field's present pattern of casing pipe purchase, thepaper introduces the main suppliers of Daqing Oil-Field and the way they deal with their business. Uniting theory with practice, the paper also analyzes the necessity for Daqing Oil-Field to implement strategic allies.The paper has a discussion around Daqing Oil-Field's allied pattern of casing pipe suppliers and puts forward the author's idea concerning the following problems: the suppliers'ability to supply, their credit and anti-risk ability, the quality of the products, whether or not they have complete circulation system, whether or not they are able to pay the overdue fine and to respond quickly to the processing of casing pipe made of special material. The paper also restricts the suppliers'qualifications in terms of the above–mentioned aspects.With regard to the measures to be taken to implement the new pattern of Daqing Oil-Field's allied pattern of casing pipe suppliers, the paper offers three ways of operation, that is, regional agency, buying-up management, fixed purchase amount. In light of the latest operating models and successful experience, this part makes reasonable requirements with regard to the two sides of cooperation to ensure the practicality for future operation.
