With the continuous development of science and technology,as a high-tech company that is a provider of artificial intelligence technology products and services,the strategic procurement management of key materials is very important.This paper uses PEST and Porter’s five forces analysis methods to find the macro development trend of the smart city,smart transportation and urban rail industries where J Company is located,and proposes that J Company’s strategic focus is to enhance the competitiveness of its own products,reduce operating costs and improve quality services of services,which in turn illustrates the importance of implementing strategic procurement.Combined with the actual work,using the modern management theory and analysis methods of strategic procurement management,selected outsourcing materials as representative materials,through the analysis of J company’s internal and external situation,cost and demand,conduct research on the supply market,and collect market information,analyzed the existing suppliers,and sorted out the problems existing in the procurement management of J Company,such as the selection of suppliers according to the lowest price,the lack of an effective supplier management system,the lack of long-term cooperative relationships,and the lack of effective risk control methods.Based on these problems,starting from the fundamental principles of strategic procurement,using the material strategic importance classification and SWOT analysis tools in strategic procurement,formulate a strategic procurement management plan for outsourced materials,including the cost management system establishment plan,outsourced suppliers The strategic procurement management plan,the establishment of strategic procurement organization and process,etc.,have reduced procurement costs,improved procurement efficiency,and avoided procurement risks.At the same time,a number of measures to ensure the implementation of the strategic procurement management plan are formulated.Finally,through the analysis of the management case of L supplier as a strategic supplier,it verifies the correctness of J Company’s material strategic procurement management plan.
