Study On The Developing Approaches And Countermeasures Of Circular Economy In Shaanxi Province

With the rapid development of industrialization and urbanization accompanied with increasingly growing population, existing resources supply and environment sustainable capability cannot meet the demands of high-speed development under traditional model in Shaanxi province. Therefore, developing circular economy actively is an inevitable choice for Shaanxi, which is also a sustainable way to develop economy, save resources and protect environment, so that profits of economy, society and environment can be taken care of at the same time.Following the thought of developing theories, analyzing realities and serving practices, this paper adopts certain research methods, which are positive economics combined normative economics, along with quantitative analysis combined qualitative analysis. On the basis of discussing participation mechanism of participating roles in circular economy and the realities in Shaanxi, we establish developing approaches and give some important suggestions. Firstly, this paper analyzes relevant circular economy literature and forms a relatively complete theory system. Secondly, considering circular economy is a complicated system made up of person, natural resources and scientific technology, within which'person'would exert direct influence on circular economy, so the paper discusses thoroughly'person'constituted of four participating roles(the public, enterprise, government and nongovernmental organization ) , and attempts to establish participation mechanism of participating roles. Thirdly, the paper conducts a comprehensive evaluation on Shaanxi's circular economy development conditions. Then we gain a thorough understanding on the problems and opportunities of Shaanxi's circular economy. Therefore, specific developing approaches matching Shaanxi realities are established. Finally, useful suggestions are presented.
