Study On The Benefit Evaluation Of The Residential Land Displacement

As one of the most important thing in the new rural reconstruction and the "three-concentration" strategy, the residential land displacement refers to the benefit of peasants closely, and has a wide influence. The benefit is an important index of engineering estimate. The benefit evaluation of the residential land displacement not only is the premise in the implementation of the residential land displacement, but also is an important method for its evaluation. It can help us to reduce resistance, ensure social stability and expedite the process of the residential land displacement. It also set a quotable example to other place.This paper mostly includes:(1) The theory of the benefit evaluation of the residential land displacement: Based on a study of the benefit theory and the meaning of the residential land displacement, this paper analyses the economic behavior of the residential land displacement and its working mechanism. It also defines the definition of the residential land displacement, and analyzes the benefit content of the engineering of the residential land displacement.(2) The evaluation method of the residential land displacement: This paper discusses the evaluation method of the economic, social and ecological benefit which happen in the engineering of the residential land displacement.(3) Case study: This paper takes Zhuanghang Fengxian as a study case to apply theory to practice, and evaluates farmers' and government's benefit in the residential land displacement.This paper holds the view that the benefit for the residential land displacement is the comprehensive benefit including the economic, social and ecological benefit with the dual economic behavior of government and farmers as the principle part. Only by dealing well with beneficial relationship between the two principle part-the government and farmers and maximizing the total benefit can the construction of engineering of the foundations of the house displacement be promoted smoothly. The benefit evaluation of the residential land displacement mostly contains the government's and the farmer's: To farmer, this paper takes input-output method to analyze farmer's economic benefit and take account of other benefits. To government, this paper adopts the direct marketing value method and the indirect evaluating method, combines qualitative and quantitative research to evaluate the economic, social and ecological benefit. The study indicates that: the residential land displacement takes benefit to both farmers and government, both now and future. In the engineering, Farmers achieve economic benefit, and improve their habitation. Government achieves great social and ecological benefit .Although government gets low economic benefit even negative, the social and ecological benefit is huge. In the long run, both of the farmers and government comprehensive benefit are remarkable. The residential land displacement is worth spreading.
