The Research On Construction Of Ecological Economic Shelter Forest In Hejing County

With the principle of innovation, this paper has studied the social influence of Sino-German Financial Cooperation Project, and has made an elemental analysis of it. The factors of the forestry development have been discussed, of which some can been used but some can not because of the restriction of recent conditions. By using the documentary, interviewing and questionaire methods, we have revealed the foundation of the success of Sino-German Financial Cooperation Project and the effects of the peasant social network on arousing farmers to realize and take part in this project, mainly from such aspects as participation design, "open" management, account render system, financial audit system, technology training, monitor and evaluation system, and social factors. It is concluded that the success of the project depends on the innovative management, that the social factor is the key point of this success. The participation developing principle used here has realized the harmonious development of forein culture and traditional culture and promoted the social stability and democratic construction in the peasant communities. finally, it is suggested that forestry projects should be constructed on the basis of humanity . Therefore, there are laws and regulations to go by in order to implement the projects and sustainable development of the forestry as well.
