With the further development of China’s market economy and the increasing uncertainty of the market development prospects of various industries,the competition between enterprises is increasingly reflected in the competition for talents.As the four beams and eight pillars of China’s economy,under the current environment of deepening reform,how to establish a market-oriented enterprise management system,establish a human resource management system suitable for the enterprise itself,and find talents suitable for the enterprise’s development and growth,It is urgent to stimulate the vitality of enterprises.This article takes ABS platform company——a typical growing government platform company,as the starting point to analyze : firstly,the relevant theories of state-owned platform companies and their human resource management are sorted out to lay the theoretical research foundation,by means of interview,SWOT analysis a,the paper makes a reverse interpretation of the development strategy of ABS platform company in the next five years under the general environment of reform and reorganization,analyzes the advantages and disadvantages based on the current situation,and finds out the "administrative" problems of ABS platform company in human resource planning,recruitment and allocation,training and development,compensation and performance.Secondly,using the fishbone diagram analysis method,this paper analyzes the reasons for the "administration" of the human resources management of ABS platform company from five aspects: "employee characteristics,system environment,management mode,leadership culture,and ideology",and lists the main reasons for this problem.;Finally,the "root cause" of the problem was identified and the remedy was tailored to the case.Based on the above analysis of the status quo and reasons,and from the perspective of combining human resource management with corporate strategy,the strategy of "de administration" of human resource management for ABS platform companies was proposed.Starting from three aspects of form change,skill change,and strategy change,on the basis of reference to model cases,based on "enterprise" conditions,based on awareness,strategy,system,and innovation,The specific strategies suitable for ABS platform companies are summarized as the unification of four aspects: "reform direction and development stage,department setting and responsibility division,leadership support and self-improvement,and combination of reality and reference model".This paper combs the relevant theories of state-owned platform companies and their human resources management,analyzes them from micro to macro,from theory to practice,and theoretically explores the integration of human resources management with the market after the transformation of small and medium-sized state-owned enterprises.Through some field data investigation and research,this paper puts forward strategic directions from several major aspects,hoping to be helpful to other enterprises,and also hopes that future research can be more specific,in-depth and accurate,providing scientific and comprehensive reference for the human resource management reform of small and medium-sized state-owned enterprises.
