By the brilliant lead of General Administration of Customs of the P.R.C., Tianmen Customs insists on going development of economy, according to the strategic plan in different period and adjust of macroscopic policy, gives the important role to supervise the economy, trade, culture, technique exchange to the outside world in practice. With the development of economy, the outside and inside phenomena of Customs has big change, the volume of trade turns more and more, the international trade turns more frequently, the role of Customs turns more important, so, the press to bear on Customs turns more huge; The other side, with good situation that more and more talents with good quality pure into Customs, how to embody the talents'preponderance, how to give the full play to talents'professional knowledge or skill, it turns to be a challenges of human resource management in new situation.June,2005, when the premier Wen inspected Customs, paid attentions to the construction of personnel in Customs, and considered that construction of personnel connect with the thrive of the Customs. In fact, the actual situation is that the management mode of China Customs operating for fifty years was established since the funding of our People's Republic, the old mode can not be suitable with the need of new situation,the problem of the old mode is now exposed. The voice to improve management and to raise efficiency is expressed higher and higher day by day. We have to carry out an overall reform according to the current situation so that we can continuously pour vigor vitality into the cause of Customs to accelerate its process of modern construction to conform to new demands of the era development. According to the feature of the operating system in Customs,this paper will investigate and propose feasible solutions for human resource management problem in Tianmen Customs. There is few study of Customs management due to the fact that Customs is part of national bureau. In this paper, author raises some viewpoints and solutions based on working experience and the real situation, meanwhile try to identify lots of problems in Tianmen Customs service management and propose some schemes for improvement.
