The status of nationalized banking in our national economy is so significant that it is the guarantee and the precondition of the healthy development of national economy. By the entering into WTO and the development of economic reformation, nationalized banks which have contributed to the development of national economy and the innovation of industry configuration are facing the double competitive pressures coming from the foreign capital banks and domestic banks. The immediate innovation of Chinese banks is moving on step by step such as the stock reformation of ABC (agricultural bank of China) after the success of CCB (China Construction Bank), BOC (Bank of China) and ICBC's (industrial and commercial bank of China) reformation of stock. As the important section of introducing the modern human resource management of nationalized banks, the objective of performance management is promoting the purpose of which depends on the integration of employees'work and the strategic aim of enterprise administration. The performance management supports the development, employment, training, promotion and salary of human resource including the prompting system by the actualization of it. The core content of performance management is improving the core power and the performance of organization and employees for the final strategy of enterprise by the evaluating and the prompting of different organizations, departments and employees.According to the foreign history, the performance management of enterprises would have four phases: the first phase which is the application of performance management by the operation departments on the level of processing, the second phase which is the integration of different departments and reengineering based on low levels of corporations, the third phase which is the optimization of application focusing on the performance between organizations and individuals, the emphasis of this phase is the harmonization of different departments and individuals, the fourth phase which is the phase of innovation not only including the reengineering but also the enterprise culture for the performance culture. Presently the performance management of enterprises of developed countries is passing the third and the fourth phase compare with the Chinese banking is impenetrating all of four phases with the quomodo of research and development.
