The concept"Human Resource", defined by Professor Peter Drucker more than half a century ago, has been recognized commonly as an important factor for economy development.which is the most valuable among all resources of human beings. Continuous improvement in human resources management will be important guarantee for economy development, increase of market competition ability, and prosperity for enterprise development. It is significant theoretically and practically for us to analyze the present conditions of human resources management of construction company and find solutions for improvement of human resources management system for state-owned construction company.In 21st century, construction enterprises are facing great changes of social environment and market structure, more competition in construction market, rapid development in construction technology, and international and domestic competition in construction field after China's entering into WTO.This paper analyzes the history in human resources and theories in human resources development, function mechanism of human resources towards enterprise competition advantages, and problems existed in construction enterprises. Based on the advanced human resources management theories and practices of foreign countries, this paper proposes that human resources development and management should be executed from the enterprise strategy level, obtain human resources strategic advantages, reconstruct managing staff education system, applicable human resource plan, set up advanced employment and allocation system facing the market. This paper also studies the achievement management, payment design, employment hire system for project manager and training and education for project management staff. The purpose of this paper is to find solutions for human resources management for state-owned enterprises.
