Since 1980s, human resource management (HRM) has touched upon all aspects of the enterprise operation issues gradually, played an important role in enterprise strategic management and became a strategic partner of the senior managers. Enterprises start to look for outside supporters to take over some non-strategic work, which are usually undertaken internally. Thus the responsibilities of the human resource management are differentiated and human resource outsourcing is becoming a trend gradually. In this way, human resource management could continuously obtain advanced expertise, and control operational cost and time schedule by focusing on core business to add massive value to enterprise operation. However, it also brought enterprises a series of potential risks. In such a situation, each enterprise should consider the proper way to deal with human resource outsourcing, so that to make full use of its benefit while risks under control.This dissertation focuses on analyzing and researching the selection of the suitable suppliers, which is considered to be the most important issue during implementation of human resource outsourcing. Based on a good understanding of enterprise human resource outsourcing object as well as management theories and methodologies, it developed a two-dimensional model for outsourcing evaluation and selection. By using both quantitative and qualitative analysis, an evaluating indexes system aiming to meet the enterprises practices in selecting human resource outsourcing supplier has been presented in this dissertation.The creative point of this dissertation is concluding that human resource outsourcing is a strategic systematical consideration involving the internal organization of core enterprise, outsourcing cooperative partners and their relationships. Therefore, in order to obtain continuous development, enterprise should consider human resource outsourcing issues from different angles such as strategy, system, integration and etc. Thus the basic theory and principles in choosing outsourcing suppliers could be identified. At the same time, this dissertation pointed out that human resource outsourcing could express the common and the individuality. That means the indexes warehouse of evaluating outsourcing cooperative partner is a standard, uniform system, there is no different between two enterprises ,but the weight of every index is special in accordance with the company's development strategy.
