| Tne performance measurement of government has always been being a hot and hard issue in the domain of public management. The performance measurement is of great significance for breaking through the bottlenecks in government management. It is helpful for innovation of the management mechanism and improvement of government's performance. The gestation, producing and development of the performance measurement in the government management is the result of development of public management knowledge, and also the result of development of society and the promotion of government innovation in west countries. As a result of started much later, the performance measurement in our country is still in the exploring phases, and has lots of problems. It is emergent to use advanced experiences of west countries for reference to innovate the system of the performance measurement of government in our country. To solve these existent problems in the performance measurement of government, this paper adopted the Balanced Scorecard, an advanced strategic performance measurement system, to design a performance measurement system for government.First, this article conducted the full research to the theory of Balanced Scorecard, analyzed the four elements of Balanced Scorecard and the reciprocity after limited the concept, elaborated the four superiority of Balanced Scorecard, and introduced its application in the enterprise and government. Then, it discussed the connotation and the significance of the performance measurement of government, reviewed the development course of the performance measurement of government, analyzed the present situation of the performance measurement of government in our country, pointed out the existent problems.
