With the coming of knowledge economy era and the further development of economic globalization, competitions among enterprises no longer depend on its own material, capital and the number of employees, knowledge becomes the essential factor of enterprise to survive and sustaining develop, the knowledge-based enterprise has became the leader body of the new economy time. In the face of a changing environment and fierce competition, it is very important for knowledge-based enterprises to establish an effective performance evaluation system, which evaluates the execution of the enterprise strategic target timely and accurately, and realize the strategic goals finally.
