Because China acceded to WTO, and the power of foreign trade management releases, the degree of the market competition certanly will turn acute. The HR company .which is a medium and small-sized foreign trade enterprise, will face more and more vigorous competition, under this environment,just the winner can exist, the company has to have crisis consciousness. This paper is to introduce the core competencies concept, and aiming at existent problems of the HR company, from the angle of resources, give the suggestion which promote the core competencies of HR company.Firstly, According to general situation of introducing the HR company, this paper tallys up some problem with HR company. These problem can be mainly ranged to two major type, one type is the problem of internal resources management, the other is the problem of making use of the exterior resources. The two problems will produce disadvantageous influence to the development of company on the future, so the HR company didn't form core competencies. Secondly, according to the introduction of the environment and challenge, the competition of market is more and more vigorous, so, in order to survive and develop,promoting the core competencies of HR company is a ungency. Thirdly, this paper introduces the theories of the core competencies. Lastly, According to the problems of HR company, the main purpose of the peper is advancing the suggestions which promote the core competencies of HR company. TO put forward the suggestions, two points need to be considered, the first point is strengthening the management of internal resources, in order to strength the power of the company administration, the second point is strengthening the integration of exterior resources, coming into being the advantage of the production, sharing the resources. From the resources exploitation of both sides, HR company will form the core competencies..The object that the paper analyzes is a representative medium and small-sized company.
