As the approaching of the deadline which Chinese government promised to open its money market overall, each domestic commercial bank is actively looking for change and transformation. Commercial bank's strategy transformation is a process that commercial bank changes its original strategy to make the ultimate change on it's business, management and develop way, in order to capture the advantage of competition. Bank of Communication brings forward strategy transformation in 2005. Now it has specified that idea transformation is the precursor of strategy transformation, transforming to retail banking is emphasis of business, system and mechanism transformation is motivation, remold brand is chance. Bank of Communication will try to build itself a first-class international public-held bank through all these way.Under this background, Bank of Communication Yueyang Branch's business development exposed some problems such as structure irrationality, lack power in business increasing, etc. This paper has researched on the status quo of Bank of Communication Yueyang Branch's retail and wholesale business development base on the local market analysis of Yueyang, and pointed out concrete problems in retail and wholesale business in business development process. Hereby, this paper pertinently brings forward the development tactic of Bank of Communication Yueyang Branch's retail and wholesale business under strategy transformation condition. Therefore, retail business should be carry out in six main aspect: i) strengthen idea transformation; ii) optimize network layout, extend channel function; iii) improve product structure, innovate product system; iv) change business view, exploit business pattern; v) enhance personnel training, foster financing team; vi) exert service advantage, shape service brand, and gradually shape competitive geographic location advantage. Wholesale business should be actively exploited business transformation blue print through following aspect: i) promote management framework; ii) extend service function to adapt market position, launch international balance operation; iii) innovate business mode, implement domestic and foreign currency integrative business; iv) base itself on new market, expedite develop intermediary business, etc; retort the difficulty phase of development of wholesale business, and pay attention to the credit and operation risk management of wholesale business.On the basis of above analysis, the paper studies the route and effect of those development strategies'implementing. After the contrast analysis to process drive and department drive, the paper holds that the bank should employ the department drive to implement various businesses'development strategies.
