Our fisheries are an important component of the agriculture and it helps to improve farmers' income, optimize the industrial structure of agriculture, and develop the rural economy. Similarly, the export of aquatic products makes great contribution to increasing farmers' income and foreign exchange.Since the reform and opening up policy were introduced, China has achieved great success in fishery. China has remained by far the largest aquatic producer since 1989. Its total annual output ranked first for 16 years in the world. On the other hand, the sum of aquatic products export also ranks first in the world in 2002. In recent years, Chinese aquatic products trade has developed rapidly, and the sum of export is expected to reach 8 billion US dollars and account for about 30% of our total sum of exports in 2005.However, with the development of globalization and trade liberalization, the traditional tariff barriers are gradually weakening while technical barrier to trade (TBT) is becoming more and more prevalent. As some developed countries enjoy the convenience brought by free trade, they also take the advantage of their advanced technology, management and environmental protection, continually set up all kinds of TBT under the name of technical regulations, quality standards and evaluation program to protect domestic trade and consumers.At present, seafood industry has become one of the industry suffering serious technical barriers to trade, resulting in very heavy losses. The countries and areas that impose heavy technical barriers on China are the largest EU, the United States, Japan and South Korea, accounting for more than 95%, which for 41% of the EU, 30% of Japan, 24% of US. The way of these countries to set technical barriers is to increase the quarantine items, improving standards.Aims at this situation, under the basis of extensive literature review, international comparison and systematic analysis, the study is trying to provide some theory analysis and policy suggestions to help the governments and enterprises to avoid or surpass TBT.At first, the study introduces the present status and problems of aquatic products trade. Second, it introduces the origin, current situation, future trend, concept, characteristics and form of TBT. It also introduces the WTO/TBT Agreement, WTO/SPS Agreement and the TBT impact on economy and trade.It analyses the trade status and the conflict situation between China and the four major partners, which is EU, the U.S, Japan and Korea. Next, with both theory analysis and empirical studies, the thesis makes a comprehensive comparison of TBT policy and regulations in different countries, especially for EU, the U.S, Japan and Korea.It sums up the main form, characteristics and causes of TBT, which our...
