As the globalization and IT develop overwhelmingly in 21st century, human resource management is now conducting a profound change from operational human resource management to strategic human resource management (hereinafter referred as "SHRM" ). SHRM is becoming a common goal which global human resource managers pursing for. However, due to historical reason, China' s human resource management level lags much behind in the world. Though most enterprises have been convinced of the human resource management value, and have achieved the transformation from personnel management to human resource management, a promotion to SHRM is still far from being realized. How to resolve the problem is becoming an inevitable challenge for China in the globalization era. Considering the little research on SHRM function system, any effort trying to define and outline the SHRM function is constructive and of great meaning. Absorbing former researchers' ideas, the paper integrates and innovates, putting out a thorough system of SHRM function. Particularly, subsystems are concretely designed out to pave a exercisable way for achieving SHRM.Functions of SHRM are defined as: human resource strategy management, organization management, human resource value management and enterprise quality management. Aiming at strategy, organization, value and quality, the subsystem of SHRM functions are designed as follows: the human resource strategy management system includes participating in company and unit strategy decision, human resource strategic analysis, human resource planning and human resource control; the organization management system includes structure design, IT construction, organization intelligence management and reform management; strategic human resource, value management system includes strategic human resource allocation, strategic performance management, strategic reward management and strategic human resource development; enterprise quality management system includes strategic enterprise character management,...
