Research On The Human Resource Development In Countryside Of Guizhou Province

Guizhou is an inland mountainous province with many nationalities. There are some main reasons causing the backwardness of countryside in Guizhou province such as small quantity of towns, slow development of economic construction and society, and large quantity of human resources with low quality in the countryside as well. It is hard to increase the income of farmers and improve their living standards if the spare labor force in the countryside could not be trained with skills and migrated outside, no matter whether the prices of primary products will be increased or there will be no agriculture tax from government. Some constraints, such as the low culture quality of farmers, the lack of necessary knowledge, skills and information for working outside, the shortage of fund for moving out and some systematic obstacles, impede the migration of the countryside labor force. In order to solve the problems of agriculture, build a system coordinating the labor forces in and out of town, and realize the target of building a well-off society in an all-round way, the government should increase the fund to develop the human resources in the countryside by changing the style of poverty support from "blood transfusion" into "exploration", vigorously develop vocational education and technique training for countryside labors so as to increase the human capital, organize the spare labor force to work in the city, and increase the income of farmers as well.This paper, based on the theory of human capital, analyses the status quo of the human resources and education development in countryside in Guizhou province, and put forward some suggestions on the policies developing countryside human resources under the situation of backwardness of economic development, i.e., develop vigorously the vocational education and training for countryside labor force in Guizhou province.
