In recent years,it has become one of the important resources of horticulture farmers to increase their income that the surplus rural labour force has transferred to urban industries. However,as for the farmers are low in cultural quality and short of specialized skills,they have little space to choose employment,but choosing some simple physical labour. Therefore,so many people are competing the simple physical posts,which are low in payment. The educational level and labouring skill of the horticulture labour force decide directly the employment direction of the labour force,and the low level quality of the labour force cannot adpat the developing demands of the non-agricultural industries at present.The essence of the vocational education is that how to culticate worker who has certain technical abilities, according to modern social development and service for the transfer of horticulture labour force. And vocational education have comparison advantage in training and educating rural labour force, so it playes an important role. Therefore, devoting major efforts to develop vocational education is one of an important paths that transfers horticulture surplus labor force.This paper analyzes the present condition about the transfer of horticulture labour force, and inquiries into the possibility of vocational education participating in it, then carries on a research about the influence which vocational education faces to transfer of horticulture labour force. Finally we put forward suggestions:The actions govemment can take: cogitating on the strategic position fully of the vocational education's service to the rural labour shift; inereasing the financial investment and the support of govemment; adopt certain measure to erase the seperation between city and the country; strictly putting the employment structure into practice; building the training of rural labour and the service system to employment; promoting the combination of"agrieulture, science and education"; stepping up the system and mechanism creativity; actively founding vocational schools of various level sand kinds as well. The countermeasures that vocational education organization can adopt: Under the guide of employment, upgrade the training of surplus workforce in horticulture from rural areas. Deepen the reform in vocational education and join it with regional economic development. Promote"training on demand"mode. Strengthen the employment service and professional orientation for students in vocational schools. Adapt teaching and training methods into local situation and local economic development.
