Research On Identification And Evaluation Of Information Technology Barriers

With the development of developed countries slowing down and the export of developing countries increasing, the trade protectionism has played an important role in the modern international trade. The traditional tariff barriers and non-tariff barriers are substituted by the technical trade barriers. Information technology barriers are more and more important. The influence of information technology barriers is wide and deep. It is the fatal stroke to export countries, especially to developing countries. But information technology barriers are at the transitional stage at present. It has not created material injure compared with the other technical trade barriers, so many countries don't pay attention to information technology barriers. We analyze the information technology barriers in the following areas.First, we introduce five variables, including the tariff rate, the namely protection ratio of tariff barriers, the valid protection ratio of the non-tariff barriers, the reduction ratio of the cost of international trade and the change scope of the import quantity, and establish the functional relation between the five variables and the import value via the concept of the trade liberalization and the import value and the computation of the economical gradient theory and the gradient value. At the same time, we ignore the influence of tariff due to the zero-duty characteristic of the information product. We get the conclusion that the increase of the degree of the trade liberalization will limit the import value effectively by the influence analysis of the reduction ratio of the cost of international trade and the valid protection ratio of the non-tariff barriers, which we define as the part of the trade liberalization.Secondly, the export of the information product has become more and more important in China's entire export trade. We establish the index system which measures the sustainable development of the export of the information products via AHP, and make a forecast about the information product export. In the same time, we get the conclusion by establishing the weight of the correlation factors. Then we analyze the main influence factors of the domestic information industry development.Finally, we put forwards the countermeasures and suggestions about how to handle with information technology barriers, how to improve the development of the information industry and how to establish the information technology barriers of our country's own.
