Based on the cost of project construction, the rate of progress and the quality target, and combined the systems control, the entire process control and the omni-directional control, and the utilization initiative control, the passive control as well as used control method and organization measures of technical, economical and contract, through the management of contract, information and the organization coordinates, the construction supervision target of the engineering project finally to obtain the realization. But at present, there are existence disparities between our construction supervision system and the international project consultation management system in many aspects. It needs heavy responsibilities to catch up with the pace of international project system.Based on the construction projects supervision system production background, the basic concept, the supervision target control method, linked actual project, this article discussed the relationship between the three important targets controls and basic links, the type of control and the control premise work. Elucidate a point of importance of how define and decompose supervision goal, the control characteristics of the investment, the progress and the quality target. The main assignment of the author is how to achieve the goal of the quality, progress and the investment through various control methods. And enables the overall goal to achieve superiorly, and finally applies to the practice.
