In our country, the Small-and Medium-sized high-tech Enterprises are acting an important role in the high-tech industry, which not only takes the obvious advantages in quantity, but also in the speed of development. However, the single Small-and Medium-sized high-tech Enterprise is so weak that it's very difficult to success in the vigorous competition. It will be a short way to strategical allied in our country. Unfortunately, lots of small-and medium-sized high-tech strategical alliances grow quickly and disintegrates after lasting short time because the alliances could not fulfil a useful function. This paper hopes to solve this key issue to give some meaningful suggestions for constructing the Strategical Alliances of the Small-and Medium-sized high-tech enterprises.The paper mainly studys the internal problem, and puts the exterior guarantees aside temporarily.
