The Research Of The Policy Of National Defence Devotion

There is complex relationship between national defence and economy, the complexity endows the defence economics a wide space to research. In short, the economy has decisive effect to the national defence, and the national defence has strong retroaction to the economic development. We study the relationship between national defence devotion and economy in order to optimize the configuration of the resource in national defence domain, on the point of view from the defence economy; it is the question of national defence economy scale.This paper constructs a system model to confirm the optimum defence economy scale, analyses the factors which influence the optimum defence economy scale of a country, describes the alteration rule of the defence economy scale. And then, we put forward concept of the policy of national defence devotion, analyse the relationship between it and defence economy scale, nail down the aim of the policy of national defence devotion is to maintain the moderate defence economy scale, and realize the harmonious and mutual promotion of national defence and economy. Using the Analytical Hierarchy Process to establish a decision-making model to choose the policy of national defence devotion, accomplish the transition from qualitative analyse to quantitative analyse. After verifying the decision-making model by analyzing some representative historical cases, it is applied to the policy of national defence devotion choice of our country, accomplish the transition from theoretics to practice.
