Research On Evaluation Of The Industrial Structure Upgrading Ability For National-Defence Science & Technology Industry

As the strategic industry of the Country, National-defense Science & Technology Industry (NDSTI) maintains the life line of national security, and it drives the advancement of the national science & technology. It supports the nation's backbone as well, so it undertakes a very heavy responsibility. Driven by the new revolution in military affairs in the world, reformation and upgrade comes to our National-defense S&T Industry. Upgrade of NDSTI, to be brief, that is, through the comprehensive reformation of institutional mechanisms, constructive mode, development of technology and growth pattern, industrial and technological structure can be stepped up, thus NDSTI obtains the development by leaps and bounds. It is necessary to evaluate the upgrading ability of industrial structure for NDSTI scientifically. The evaluation could help to monitor the upgrade process of industrial structure of NDSTI, could get a clear understanding of the current situation and pinpoint the problems, so as to provide strategy support to upgrade process of industrial structure of NDSTI.Reformation and upgrade of NDSTI is an evolutionary process of complex system, and the industrial structure is a subsystem of the dynamic complex system. Setting about the whole complex system, the thesis analyzes the connotation and characteristic of the reformation and upgrading ability of our NDSTI.Based on comprehensively comprehending reformation and upgrade of NDSTI, the thesis has gave emphasis to research the upgrading ability of industrial structure for NDSTI; it summarizes the evolvement process of our NDSTI firstly, analyses the factual deficiency of industrial structure. According to the developing trend of world's National Defense Technology Industry, the thesis put forward the current strategic target of our reformation and upgrade of NDSTI. Based on these theoretical researches, the thesis establishes the evaluating system of the industrial structure upgrading ability for NDSTI, and builds theevaluating index system of the industrial structure. Compared to other comprehensive assessment methods, the method MHFCE, which is combined with hierarchies'analysis and fuzzy analysis by synthesis, is chosen as the appraisal procedure in the thesis to build the evaluation model of NDSTI. Finally, the thesis selects munitions industry Corporation A as the evaluation object to verify the feasibility of the NDSTI modal, and makes recommendations to construction of Corporation A's industrial capacity.
