The city government in the world managed all the cities of most countries. Traditionally, the governance of the cities is all the government's duties mainly. The government has taken on all functions and obligations of city. It is adapted with the single main body of city governance and the simplex environment.From the 1990's, environmental conditions in the city government have changed rapidly. These changes of conditions have resulted in the change of the governance's idea of city government, the development model of city and the governance's pattern of city government. It is required a new city governance.City governance includes government and multiple participation. It is a relationship, a system and an arrangement among the city government, the profit-making organization and city society. Multiple participation is one of the most important parts in the city governance.Multiple relative beneficiaries participation in the city governance is the request of a city resources proprietor, the benefits corpus and the concept of variety value, is also inevitable in society development and cities management. Multiple relative beneficiaries participation is the inevitable request of diversified development of modern city, is the indispensable part in the structure of city governance; Multiple relative beneficiaries participation is the basic characteristic of the democracy administration development, is important contents of all countries administration reform nowadays.
