Research On Establishing The Multivariate Agricultural Technology Popularizing System

The Agricultural Technology Popularizing System (ATPS) refered to the overall sections and personnel concerned with popularizing work of agricultural technology. Main characters of ATPS were that it is guided directly by our government; the system was constituted by department it belongs to, mainly constituted by popularizing system of county.Since liberation in 1949, the ATPS had contributed much to the country's agricultural production and the continuous progress of the agriculture. Especially, the ATPS had done a lot in propagandizing the policies of the Party and the government, in popularizing the agricultural technology, in promoting the scientific quality of the agriculture and in helping adjusting the industrial structure of agriculture and helping increasing the incomes to wealth of peasant.But there were some problems existing in the ATPS such as that its functions of administration and commonweal was mixed, resulted in that its inner operational mechanism was not flexible enough, its investing mechanism was distempered, its administration was decentralized, the degree of systematism of peasants was lower and the rule of law was not enough. So these have created a barrier to the development of agriculture and rural economics.In this thesis a multiplex agricultural technology popularizing system is suggested. The general idea of the Multiplex Agricultural Technology Popularizing System (MATPS) was stated as follows: to meet with the needs of the rural economics' progressing and the socialist market economy. Main function of MATPS is serving ability of agricultural science and technology to satisfy the needs of all the agricultural producers. It was to be established with a multiplex structure characterized with socialized service and operating system consistent with the actual agricultural structure, so to raise the income of peasants, to make the Chinese agriculture more effective, to promote the progress of the rural agriculture by setting up a guiding policy, reforming the operational mechanism, and bringing in competitive mechanism.The final aims of the MATPS were to consolidate and perfect the agricultural technology popularizing institution of the government, to innovate the agricultural technology popularizing system and mechanism, to cultivate multiplex agricultural technology popularizing organizations, and to separate...
